Proposed Updates to the Moving to Work Supplement and Administrative Plan

The Housing Authority of the City of Fort Wayne, Indiana (FWHA) invites comments from the public on proposed updates to its Moving to Work (MTW) Supplement and Administrative Plan.
The proposed updates include one HUD-approved agency-specific waiver related to the Housing Assistance Payment (HAP) contract execution deadline. The waiver would allow FWHA to extend the standard timeframe for executing HAP contracts from 60 calendar days to 90 calendar days from the start of the lease term, with a case-by-case extension of up to 180 days upon written justification and approval. This flexibility is intended to prevent families from being negatively impacted by administrative, documentation, or owner-related delays that are outside of their control.
The proposed MTW Supplement form and the related MTW chapter of the Administrative Plan are available for review at www.fwha.org for inspection and public comment from July 10, 2026 through August 24, 2026.
On Monday, August 24, 2026, FWHA will conduct a public hearing on the proposed updates at 8:00 a.m. at 7315 Hanna Street, Fort Wayne, IN 46816.
Public comments will be accepted through August 24, 2026 and will be considered before the final MTW Supplement and Administrative Plan updates are submitted.
